It's a fairly vague distinction, since the FCP allows at least passing references to rules. But wherever that threshold is, I'm a long way above it.

You can't include a margin note on how to calculate (for example) a spell saving throw DC? They need to be a lot less ambiguous if they expect people to even TRY to follow their policy.
