The thing about Serie is that she's brutally honest. And petty. She created the association in accordance with Flamme's wishes (it took her a 1000 years to decide but she did it), BUT she set the rules so that only those that conform to her view on what a good mage could be First class. Which in a way, is fair. Her club, her rules. And as Frieren pointed out, as powerful as Frieren is she does NOT match the characteristics Serie looks for in people to be allowed in her little elitist club. So in that regard, her failing Frieren is absolutely fair. Same with Fern. Serie really wanted to fail her, she truly did. But then she saw Ferns actual potential and she instantly switched. She's HONEST. Fern matches what she looks for so she's allowed in. Again, look at their actions and expressions closely. They tell so much in this show. For example, when Richter went "You're Frieren's kid." Fern was hesitant. She was still angry. During her interview with Serie, she wasn't angry any more and her answer was instant: "I'm miss Frieren's apprentice." Also, Serie is disappointed in humans because they die so "young". Why spent all that time teaching one, when by the time they become great they'll die? Furthermore, we haven't actually seen Denken's et al go through their interview. The test is still going!
