The Maddest Cryptic Yet?

What's more, Mark tries to tackle it without consulting the dictionary! Last month he claimed the puzzle was by Richard Rogan, when it was actually compiled by Roger Phillips. This month it's actually by Richard Rogan ... but since the two compilers are clearly in a battle to provide the most brutal challenge, does it make much difference to the hapless solver?
