Na, Chris was right Johnny. The dad wasn't in on it. The first memories they showed were of All For one approaching his the dad as a worker at his company. He convinced him that heroes couldn't be relied on, and his daughter needed a sibling so they could be there for one another, so they had Tenko. When Tenko was born, All For One stole his quirk factor without his parents knowing. He then pushed the dad to be harder on Tenko, because Tenko couldn't be a hero without a quirk, and the dad already hated heros anyway. He then gave Tenko the decay quirk, a quirk the doctor copied from a child in an orphanage. That child they showed briefly was Overhaul. Shigaraki's quirk is an inferior version of Overhaul's that can only destroy, but not put back together. Also important to note... All For One's original quirk factor was transplanted into Shigaraki, he was always lying there dormant after Shigaraki took over. Midoyriya weakend Shigaraki, so All For One took over. And just as important, All For One said it feels like decay is gone, so he's assuming Shigaraki is gone. Importantly, he doesn't have access to the decay quirk right now, they at least have that going for them.
