Its called the soul split katana they explained its ability in the last season when toji fought gojo ( it ignores durability and attacks the soul basically it can cut anyone regardless of how tanky they are)

As they explained the thing holding maki back was her sister because in the jujutsu world twins are considered the same being so their powers are split (there are deficiencies) its a give and take. Maki was never fully complete as a physical fighter and couldn't get a real heavenly pact because she still had a faint amount of cursed energy due to her sister being alive and sharing her soul . Once she died she unlocked the full potential of her pact.
