Exactly. If the Machine simply wanted McCourt assassinated... she would've sent Root. But Harold taught her to not take human life lightly. So the Machine presented the dilemma... and left it up to her humans' conscience to decide. Really tough call. There's almost no right answer. I do kind of think that Harold could've / should've turned the Congressman into the SEC for insider trading though. But I guess that Decima was already granted 24 hr unlimited power anyway. The little bits of Shoot were a ray of sunshine amongst the ratcheting anxiety. I need them to ride everywhere together on a motorcycle.
