American police are definitely punitive enough to charge someone with assaulting a police officer for falling on top of them š . Someone in my town got charged with āresisting arrestā and āassaulting a police officerā because he stiffened his arms when the cops were trying to put cuffs on him and accidentally kicked one of them when they tackled him. He was innocent, they mistook him for someone else but still took him to jail for āresistingā. People had to protest to get him released.
