'Jackbooted' refers to jackboots, the military marching boots worn by the Nazis. It's a very similar kind of insult to 'goose-stepping'. Emily's other comments 'marching on Poland' and 'Munich beer hall rally' are also references to the Nazis - the latter being the kind of speeches that started Hitler's rise to power, including one such rally where the Nazis tried to violently take power. So she's kind of comparing her German maid to the Nazis because she was too loud.
