My issue with "coded romantic" is sexualizing things that are neutral. Giving breath in water isn't "kissing" and many Asian philosophies/religions promote veganism/vegetarianism. I also don't like it when close and deep friendships/loyalty is automatically romanticized as if any other deep connection cannot be other than romantic.

The Green Dragon did know Lao Ma was his mother as he brought up his mother's book of writings that he had in his possession. And in my opinion Xena's love for Lao Ma was more of a deep friendship rather than sexual.

Don't think you caught this episode's 'disclaimer' during the credits. It said: "Xena and Gabrielle's relationship suffered yet another blow (although Gabrielle doesn't know it yet) during the production of this motion picture." :(
Agreed with what Matt said above. Xena and Lao Ma's relationship is definitely coded romantic on purpose. Xena has had many allies whom she genuinely liked and respected before, it was such a odd choice for Lao Ma to tell Xena "It is easy to serve someone you love because you think it'll make them love you more" (referring to herself), if her and Xena were just regular allies. Add to that the air transfer lip-lock last episode, which is probably 100% coded romantic when presented in TV or movies.
Also, something I found funny about the last episode was when Xena threw the dagger at the steak because she thought Lao Ma was reaching for her hunk of meat (Borias), Lao Ma responds "I don't eat meat" ("I am not into men").
And, with all this in mind, it seems uncharacteristically petty and narcissistic for Xena to say "I wasn't betrayed by a *friend*..." and mean "Gabrielle has lost my friendship" as if she thinks her friendship means a lot. Could that line instead mean "I wasn't betrayed by a friend... she is something more than a friend to me"?

One of my favorite two parters across pretty much any TV series, definitely pushed boundaries on showing positive queer love with just barely enough ambiguity to get past the 90s censors. They fleshed out xenas back story and how it influences her relationship with Gabrielle in such a powerful way
One small thing im not sure if you caught, but I think the implication is xena knew for sure Lao Ma wanted her to kill him, even though she could not do it herself because she left her the hair pin
