A little background about Saruman. Even at that time he was actively looking for the One Ring and had been hunting around the Vales of Anduin where Isildur was killed. In the book lore, Gandalf already knew that the Necromancer was Sauron but he hadn't so far been able to convince the White Council to move against him. Saruman didn't feel that Sauron was a threat at the point because he was still relatively weak and he didn't have the one ring. At the same time Saruman was hoping that if Sauron was just left to do his thing in Dol Goldur for the time being that the One Ring might show itself and then Saruman might be able to find it first. By that time Saruman had been studying the dark arts used by Sauron for years (originally in hopes that he might learn how to better destroy him) but he'd already turned to the dark side, so to speak, by then as well.
