I really feel like Zemo is more an more of an anti-hero. Consider: he acted in complete integrity with his spoken views. He didn't take the serum, even when he could. He destroyed it, just like he said he would. And he didn't bail on Sam and Bucky until he had completed his objective: destroying the serum. Manipulative, yeah. Duplicitous, not really: he straight up said he knew something, and straight up said why he was going to withhold it. He's Tony Stark without nightmares of conscience.
