So they did mention him a few times since the last time we saw him (they did this so the show wasn’t all about her love life) and the last time we saw him they made a point of showing that no one wanted her to go out with him again because he hurt in the past, so they weren’t pushing them together or wanting them together at least not the most recent time. You might not like Jake but saying they didn’t make us care about him so you don’t care about this storyline and then saying you would have preferred Oliver cheating on Lily because it would have been more entertaining is crazy, like just cause you don’t care for Jake you don’t care if Miley gets cheated on? Also if Oliver was the one that cheated, it would have ruined his character, atleast they ruined a character who already wasn’t great.
