Hook is so consumed by vengeance that he will take any opportunity given to him. First, before Regina’s curse, Regina convinces Hook to kill her mom (who turns out to be the Queen of Hearts!!) and in exchange will get to kill Rumple in Storybrooke. As he accepts the deal, he learns from Cora that he will lose all his memories from the curse. Therefore, he would have no memory of wanting to kill Rumple. Which could be true, but we’ve seen Jefferson (Mad Hatter) remember, so maybe Regina wasn’t trying to play him. So, he decides to move forward with Cora. Cora keeps them shielded and frozen for 28 years while everyone else is ripped away to Storybrooke under Regina’s curse. I guess Cora didn’t think about Rumple bringing magic to Storybrooke, so now it looks like Hook still CAN’T kill Rumple. Very unfortunate for Hook as he continues to be consumed by vengeance. All that work to try to keep Cora out of Storybrooke and she has arrived anyway! As you said, I wonder what evil she will bring. Excited for more!!
