Emily was 100% being petty because she was upset Lorelai didn’t come to dinner. Yes, she does act the way she does because she loves Lorelai and it hurts her that Lorelai doesn’t want to spend time with her.
Emily is more than just controlling, she is overly critical. She told Rory that Lorelai burned every photo of her in existence when she was 7 because Emily made her feel so insecure about the size of her head. They wouldn’t listen to Lorelai and have never accepted the fact that Lorelai didn’t want to get married at 16. They never have forgiven her for leaving with Rory and they never pass up or let an opportunity go to tell Lorelai what a failure she is to them. They can’t enjoy a nice moment in Lorelais life without criticizing her in some way. Lorelai told Richard she couldn’t work for him full time and he shut her out. When Lorelai paid them the money she tried to talk to Emily and show her that she wasn’t cutting them out and Emily wouldn’t speak to her. The comments that they make are not just words. Lorelai has never felt loved by her parents and that means something. Something people need to remember when you’re watching a show is that we as the audience get multiple perspectives. We see Emily’s soft moments. We see her longing looks or when she breaks down crying over Lorelai and we as an audience see the love Emily has for Lorelai. However, Lorelai doesn’t see those moments. Emily and Richard definitely have good moments with Lorelai but the majority of time all Lorelai sees is their coldness, frustration, and disappointment with her. And that is extremely meaningful and not “just words.”
And before anyone comments, I know Lorelai has her flaws and is also responsible for the way their relationship is, but Lorelais behavior is mostly due to the walls she’s had to put up because of the way they’ve treated her. It’s not fair to say the lorelai needs to let go of the past and accept her parents and not expect the same from Emily and Richard.

Don't take this the wrong way, but I don't think you understand Emily very well. I get loving her character but even when she does something that is obviously out of pure pettiness and it is literally stated in the episode itself that the reason she's doing it is because of her pettiness, you tend to ignore it and just think "oh, yeah, no, she just loves her granddaughter so much." Emily does love Rory and she does love Lorelai, but that doesn't mean that her relationship with Lorelai isn't a toxic one and that she isn't more loving towards Rory as a way to "redo" her "failed" relationship with Lorelai. She literally confronted Lorelai at the end of the episode about being "too busy" to come for dinner and yet here she was, showing up to rescue Rory. There was a lot of subtle signs from her facial expressions, her tone when she asked Rory why Lorelai didn't come to dinner, the way she switched up and made dinner so much longer than necessary, etc. to clue you in as to her motives. She thought Lorelai was just not coming out of spite and she was being spiteful back, KNOWING that if she kept Rory for too long, Lorelai would have to show up. Emily is a great character and I do love her, but part of her character is that she's petty as hell. I think you see Emily and relate her to your own grandmother or your mum and think "yeah, I'd LOVE to spend more time with them", etc., without taking into account the fact that their relationship isn't like the ones you might have with your own mum/grandmum. There have been so much hurt between Emily and Lorelai, and that even though Lorelai has her fair share of the blame, the reason she always thinks her parents are doing something nefarious is because a lot of the times when she was growing up and even up til this episode, they usually are. There is a reason she distrusts them to an extent. I do think Rory should have just come clean to Emily about putting the date down wrong and telling her grandparents she had to rush dinner so she can do her final prep for Yale. They'd so understand that and all of this could have been avoided.
