Trust me, the lines of communication in the foster care system are absolutely a wreck. Social workers are overworked and underpaid and they usually have so much on their plates they wouldn't have the forethought to tell the Fosters that they need to renew their license. As for Girls United, Callie probably doesn't meet the qualifications for a bed there and even if she did there's a slim chance there would be a bed available. Beds in those kinds of places fill up FAST and there's probably a waitlist.
