The characters coming and going is just cause the cast is so large they can’t afford the side characters in every episode. So people go in and out. Just how sitcoms work with bigger casts

Mona is just running the group of people that don’t think Alison changed and their group is just to protect themselves from Alison’s bullying again. It’s nothing to do with A. Maybe you need to rewatch the end of season 3/start of season 4 scenes with Mona. It’s said that it was a group of people Alison bullied and they want to stand upto her. Nothing to do with A. Mona’s sneaky bits last season were cause she was doing stuff for Ezra for his book. She’s been out of A group for a bit.
