Phillips is the leader of the LoS and one of Elder Lyons students back in the capital wasteland. After Arthur Maxson took over the BoS and shaped it to be what it is in Fallout 4 Phillips staged a coup where him and a group of people still loyal to Lyons' beliefs left the brotherhood and formed their own group.
