"Yousi" here is kind of a meme, it is the ancient equivalent of IRL "relevant departments", a term used in official documents and press releases in order to avoid naming the government agencies involved. Because of its ubiquitous use in news reports, the term has been long turned into a meme, people jokes about the "relevant department" being the most secretive government agency because they're seemingly everywhere but no one knows who they are.
