A facility operated entirely by drones, Site 233 - Kanli Proving Ground is both a UDD research site and a prison facility.

As the only name on the duty roster of the research institute and the only name on the inmate list of the prison, Shii Nana was sentenced to life for her crime against the Empire and against Blue Heaven directly.

Envoys are both military personnel and "critical infrastructure" of the Blue Heaven Network. With Blue Heaven as the Emperor, the killing of any Envoy is considered an act of aggression against the Emperor herself, a crime punishable by death. However, after thorough investigations, Blue Heaven concluded that mitigating circumstances applied, and a life sentence was given instead.

At the time the sentence was delivered, there were no existing correctional facilities in the Empire designed to contain Envoys; thus the task was given to the Imperial Guard and the SCG/T instead, the latter having access to all drone-operated military facilities run by Blue Heaven.

Although the prisoner's military rank can be revoked, it could not change the fact of her being a constituent of Blue Heaven. The prisoner is expected to continue performing her duty as an Envoy and provide value to the Empire. The prisoner might choose to serve in, or be transferred between, any of the sufficiently-equipped Imperial military facilities. Whichever is selected next, a purpose-designed Containment Package will be deployed to said location before the transfer takes place.

Site 233 is the current location selected. There is a dedicated supermax chamber on-site fitting the general impression of a "jail cell", but the prisoner is allowed to leave the chamber wearing a tracking device, and move freely within the perimeters of the facility, including the outdoor areas.

Envoys were created to exercise Blue Heaven's functions in areas where full Blue Heaven Network coverage is unattainable, where human autonomy might prove critical. However, supervision of a rogue Envoy requires direct Attention from Blue Heaven, which is only possible in areas with stable Network coverage. In other words, imprisonment is against the design purpose of Envoys.

With field operations no longer being an option, the latest tasks given are to manage the Navy's combat development programmes, and to host occasional training sessions for the human component of the Imperial Military, all taking place within the confines of Site 233.
