Fixed-wing aircraft are a more recent development. Knowledge of how to build them is pretty rare, they're unfamiliar, difficult to fit into an airship-centered paradigm, and they're vulernable to the Shell's weather, custodians and altitude restrictions. They fill niche commercial or military roles, but are generally viewed with doubt and distrust-- and for pretty good reasons.
A few factions on the cutting edge, such as the Federal Family, are experimenting with small, internal hangars in some of their airships. This image depicts one of these hangers, storing 4-10 small, fixed-wing aircraft for combat or (more likely) reconaissance.
