This was a fun location to run and luckily is vague enough of a setting to be pretty much placed everywhere. This is among one of the first significant locations the heroes of Curse of the Crimson Throne will have to navigate during the first book of the adventure path.
As for the NPC statblocks of the four officers for each of the Four Ships, you can get take the easy way and either use Spy or Bandit Captain statistics for them, depending how spicy you want each of their encounters to be. Rule of thumb though is that they are not meant to be fought.
