D.A.R.E. Conference (Part 3/3) - President Pegueros Interview

Hey Guys,

Here's the final installment to our D.A.R.E. series, which features an interview with the bossman himself, D.A.R.E. President Francisco Pegueros -- who witnessed the program's genesis in LA during the early 1980s, its decline in the mid 90s, and of course, it's new rebirth.

We'll also explore the sketchy methods that former LAPD Chief Daryl Gates used to procure funding for his programs, such as S.W.A.T, C.R.A.S.H., and of course, D.A.R.E, all of which were funded by a 'committee' of wealthy private stakeholders called the 'Crime Prevention Advisory Council.'

I hope you guys enjoyed this series. I am also looking for some feedback in regard to what parts we should include -- or perhaps, exclude -- for the final YouTube cut.

Thank you for doing this. I went through Dare in 6th grade. I don’t have a negative nor positive experience about Dare. I’m pretty neutral. I appreciate you always digging deep into the history. I knew about Gates BUT not how Dare was funded. I’m really really troubled by that history and I’m really glad you put it out there. It really changes my whole perspective. That being said. I liked that you didn’t demonize anyone. I can demonize Gates on own for things not even related to this series. But there are people who are in Dare with good intentions. The president of Dare seemed pretty transparent to me. I may not agree with all his positions but I understand that it’s his perspective. Also Retro Bill I believe his anecdotes. He seemed genuinely. The summation of his point at the end about impacting just one person positively can create a positive web of influence. Thanks again.

A few thoughts: the description of the "new" dare activities sound pretty similar to what I did as a kid. We acted out how to "say no" and were basically coached on what to say. Not to hard to say no when you're being told to say no... Second, it's pretty telling that while Retro Bill is spending so much energy defending himself and explaining why he's so important and has changed so many lives, your journalism teacher is shrugging off the credit you're giving him. Third, I know you're trying to be nonconfrontational and find common ground (and I support that), but I can't help but wonder what some of their responses would be if you challenged them on topics like the economic causes of drug use or how they're contributing to generational trauma by feeding the prison pipeline. Fourth, Pegueros' rhetoric between 19:30 and 20:15 is troubling to me because it suggests he believes users are lost causes and that there's no possibility of recovery from addiction. A case could be made that the DARE curriculum increases the shame of users down the line and adds a barrier to them quitting. Why wouldn't you want to teach kids that they can overcome problems? Once again, that seems like it's contributing to the cycle.

Honestly, I was very against dare until time stamp 1747… When the guy talks about the new dare being about choices and actually a lot more complex than the old one… Definitely that guy even though he looked like he was gonna say a bunch of old fashioned stuff was really intelligent and open minded and I was surprised how listening to him talk about everything he didn’t seem super extreme. Maybe the new DARE will be a good thing although the idea of being able to take kids directly from school to jail is messed up, but it sounds like they are growing and changing the program. Maybe that won’t be part of it. As always, great work, I sometimes miss the funny videos though. I really liked getting my news with a spoonful of Sugar. It’s like watching John Oliver or Saturday night live. It makes all the bad things in the world a little bit better if you can laugh at them, I feel like you lost that after you had some sort of bad allegations and were on HBO. I think you pivoted to trying to make the world a better place and shine light on more serious issues and I think that that’s important but you can also laugh at things while still taking them seriously if that makes sense? It’s like we’re all gonna die so you might as well laugh a little bit on the way. Anyway, I miss some of the old funny way of doing that content, and I wish there was more of a mix of comedy… retro bill snapping definitely reminded me of some of the quirky characters that you met. I think your channel could be educational, impactful , but still funny still. 👍👌❤️🙏 i’m not sure if you pivoted to being really serious right after those. Allegations as kind of a way to make up for them by making the world a better place instead of just doing comedy but I think that there is a middle ground and a lot of your supporters. They’ve been here from the beginning liked that aspect I’m loving the new Content too and I’ve learned a lot about issues that I normally wouldn’t have -but I just miss some of the comedic release as well. ❤️

so ok...the old guy president wasn't entirely wrong in his answers. you can clearly see wisdom in the responses (regardless of factual information) that makes you stop and think...even just a little bit...in the reason why DARE exists. my favorite part is when he says "evidently" in response to Andrew because it means that the truth presented has convinced him of something. It doesn't have to be the entire truth, but ultimately, he is willing to change his viewpoint based on presented evidence.

Bruh the main face of dare; the guy who looks like Elvis. (im not sure his real name) is actually tripping with the whole anti graffiti and anti sticker on public property thing. Graffiti I can somewhat get behind especially if it hinders the comprehension of said sign/building or is derogatory and or disgusting to the viewer. However, it is literally beautifying these plain, mundane concrete structures and giving them life. The DMV area specifically the downtown DC area is riddled with different graffiti literally fucking everywhere and its beautiful it tells a story and almost works as a medium for you to be immersed in the city, the culture, the struggles and the people there. Like you'll see somebody's tag and just be amazed thinking about how much work it must have taken to make that art on the top side of a literal bridge In the middle of the Potomac for example. It's a huge part of many cities and other communities and without it they just wouldn't be the same. I literally love the idea of stickers and graffiti adorning every boring piece of architecture the city has to offer. Plus if you had them paint it they'd proposition that the citizens pay through taxes or some bs

I enjoyed this video series a TON as we always do in my life. My wife, friends, and other family members all watch your stuff and appreciate your committed approach to storytelling. I grew up in a City called Beavercreek and it is in the 10 best places to live according to some sources. I didn't have that experience growing up here due to several reasons. After my exposure to the DARE program in my elementary school years (really making a big impact in 5th grade) I found myself smoking tobacco in middle school. I do believe my exposure to smoking, and drinking being the "forbidden fruit" caused an outcast that just wanted to fit in like me to make questionable health choices regarding substance. I got lucky to not be addicted and to have friends/family that kept me honest and clean when things got tough. I don't believe this program does anything good for our community. something similar would be good, and maybe the changes they made have correctly adjusted the program. For me, I'll never know if the changes work, and pray that my Son does better than I did all those years ago with the choices given to him.

Maybe it’s because I’ve only been to treatment in Louisiana, but even if you go to treatment, so many recovery centers use the 12 steps as a method of spreading religion. “God as we understood him” is a great idea in AA, but when added with the pressure to get through the steps plus being told however we understood God during addiction was wrong, it’s really difficult to avoid falling into a church. My addiction counselor told me doing tarot opens portals for demons lmao very serious guy

Both of those guys have good intentions, but the underlying motivation behind the "war on drugs" is, and always has been, to preserve and maintain white supremacy. White people use drugs at a much higher % than any other race) and receive the lightest punishments by the criminal justice system. it's called Hallucinogen-persisting perception disorder and it happens when you take a hallucinogen drug—while there are certain genetic and environmental vulnerabilities, it's a rare disorder. Although ANY hallucinogen drug can warrant the development of symptoms, the phenomenon of HPPD is primarily seen after LSD use. What happens when you have the disorder is the re-experiencing, when the individual is sober, of the perceptual disturbances that were experienced while the individual was intoxicated with the hallucinogen. It has also been recorded as a condition that can cause significant distress or impairment in the social, occupational, or other important areas of one's life. Hope this helped <3

Are you asking if the two things in quotes are the same thing? Or asking if government and community oversight are the same thing? In both cases, no I don't believe they are the same thing. I think the option of having a non-governmental organization doing DARE type stuff but while under the review and watchful eye of communities, rather than the government, is possible (it's like the attempts of community oversight in terms of policing, the need for this implying community oversight is not inherent in government). The government could be the watchdogs, however that would just go back to the root problem of us spending tax payer dollars on some potentially useless organization. Lots of the "fentanyl" is actually higher potency analogues from Chinese or Indian chemists. It also suffers from the same reasons that liquor became so much more popular during prohibition - if you're rum-running, you'll maximize your profit if you have more concentrated product. Sure, I agree with you Shaun. I’m not saying he shouldn’t do it, or that it isn’t a form of expression. I will say that it comes off as a desperate attempt to cling to youth and memories of fame. Kind of like Madonna. He’s got a net worth of 1.5 million. He likely doesn’t need the money from D.A.R.E, and is probably passionate (although misguided) about their mission. I have no issue with his aesthetic choices, but supporting and promoting an organization that is so quick to arrest young children in the middle of a school day and ruin their lives forever for something that should be handled by our educational system? I can’t stand by that. His paycheck, and all of D.A.R.E’s funding, should go directly to our broken schools so that the underlying issues causing underage drug use can be remedied. Teachers and administrators are already underpaid, and this is more taxpayer money out of their pockets and in the hands of the police. So yeah, I’ll make fun of his silly eyebrows, just as he perpetuates the prison-industrial complex by telling kids to narc on their friends.

Would love a piece that explores the final gasp of public education. There's so much going on but there are major cities that already have been completely privatized and it seems like that will be the future for the entire country. So many people (myself included) have a strong distaste for the outdated methods and counterproductive elements of american schools. By nature, they are built on "the great lie" of a fair chance for all but we know that not to be true. But because they are so hated by the general public, theyve been gutted by the govt, no one really reports on this and when its gone too far (it already has) we will be left with total top down nationwide brainwashing

NGL I'm in my early twenties, but I live in a rural area. So I remember dare came to my school when I was in like first grade. I remember that through dare I realized my Dad did drugs. I have no idea if that helped me buuuuut I don't do those drugs. P.s. Happy ending, my Dad is now 2 years sober off opiates. Visited him last year, first time in my life seeing him sober. It was like a completely different person.

Kinda sucks that it's all wrapped up in anti-drug stuff, but clearly bringing positive messaging to children's lives is a worthwhile endeavour. I'm not super jazzed about why and how it ended up happening, but I am glad that hurt kids were able to take away something good through Retro Bill and people like him doing some good in a very flawed system.

When i was just a wee lad at the age of 12, retro bill came to my school. his eccentric hand gestures and bouncing pompadour haircut helped me realize all the great things that life had to offer, and that i was missing out! If it wasnt for retro bill and his drug education presentations, i never wouldve discovered cocaine at the age of 15. Thanks retro bill!!!

This all could have been harmless and more beneficial if done differently. I'd be curious to see what harm was caused by D.A.R.E. but this newer form seems less 'scared straight' despite awarding the typical drug-hypocritical cops. That said, some people seem to mean well. I remember DARE as a kid but don't remember if it was mandatory of if parents could opt kids out kind of like some christian programs in elementary school. If DARE were privately funded (I realize they were here, but I mean no cops or state employees), had government or community oversight of what they were teaching, and allowed an opt-out option for parents, then at worst it would be useless but citizens didn't waste their money. Perhaps even a few anecdotal situations can be improved as an outcome! At best the socio-economic situations leading to drug use and violence is eradicated haha. Obviously with the recorded effectiveness of the program, despite anecdotes, none of 'our' resources should go into it.

It's a very good series Andrew. I grew up during the 80's in Canada. We didn't have this program, but in high school we had people come in and give talks to the students about drugs. The talks were usually from people who had been harmed by drugs or drinking too much. I remember these type of presentations having some impact on the students because we heard real life experiences about how alcohol or drugs had hurt them. Having said that, we smoked a lot of weed, drank and students did other drugs, but the students did seem aware of the risks.

Great work, another complicated issue covered skillfully. It’s interesting to me the reluctance in using recovering addicts as voices for the program. I find that to be a bit ill informed. I think one aspect of this coverage that you touched on that is really important is just the fact that drug use is still highly stigmatized. Abstinence is not the only successful outcome for kids, and prohibition never worked well. Great work, big fan.

I wish there were more time with Pegueros: the evolution of the program sounds like they are focusing on the psychology of drug use. Also curious what he may think about legalization as a way to combat the black market and allow for better education: e.g. marijuana.

Great video once again, showing as many sides to the story as you can. There was my friends dad who always was supportive and always talked about music, and share suggestions with me and listen to me and my friends jam. Also when he said dare officers now change every time they give a speech and adapt to the situation. At least their on the right track, because just like jazz music, you can't blanket every situation with a band aid. You have to change with the world that you're in and treat people individually/and as a group at the same time.

my favorite part of the series is how you’re able to show the people on each side that are highly motivated to stop the worst parts of the effects drugs have on kids and our society. i appreciate seeing their opinions on why/why not dare, but i really love when you can tell how hard these comparatively small people are attempting to solve a systemic issue. regardless of your belief on their chosen solution, at least they are looking at (some) facts and doing (some) things about it

Great interview with the D.A.R.E. President, a very well formulated man that just tries to do good for the kids. I would have liked to have heared his opinion on prescription pills and how big pharma influences the popularity of fentanyl. That’s where most of the drug abuse comes from if we can believe the San Francisco and Las Vegas videos. Further than that, loved the series.
