It's done, the Gerstner waves demo project is available for both UE4.27 & 5.

It includes ~15 or so individual examples that all showcase a specific usage of Gerstner waves inside Unreal Engine, wether it'd be in a material using nodes or custom HLSL, in Blueprints or in Niagara.
It then concludes with a final example in which I tried to bring everything together to build that neat ocean demo. As I said in the video, it's not perfect and you shouldn't expect to create Sea of Thieves in a couple of clicks with this demo, but I'd say it's definitely a good way to get started with Gerstner waves and features a few interesting material & render-target tricks :)
