My approach to writing these comics has been to have a focus, something the page needs to accomplish. Then, sketch a series of images which will lead to that focus visually. Since there's no color, I needed to find another way to make the image thumbnail stand out as more than just lineart. High contrast black and white sells the idea of a noir style setting and makes it more interesting to look at, and wasn't that much extra work. Pretty good return on time investment.
